Ecuador: betting facts (2026)

Betting in Ecuador is regulated by the Ministerio de Educación, Deporte y Cultura (MINEDEC), the sports authority.

No public register. We publish licence lists only from the regulator's own website or documents. For Ecuador none is published, so there is no list page; the facts below are what we could verify.

Licensed operators: no public register

Ecuador is moving from an unlicensed market to licences. The Sports Law reform made a licence (Licencia de Operador de Pronósticos Deportivos) the only title allowing sports-betting operation; the licensing procedure was issued by Ministerial Agreement MINEDEC-2026-00078-A (licence valid five years, annual fee of 655 unified basic salaries, operators must be domiciled in Ecuador with an exclusive local bank account). As of 2 October 2026 the Ministry has published no list of licensed operators. We will add the register when it appears. Minimum age

Minimum age: 18. The licensing regulation bars under-18s, self-excluded persons and people who can influence a competition from betting (per law-firm summaries of the regulation).

Tax on winnings

15% income tax on prizes, withheld and paid by the sports-betting operator, in force since 1 July 2024 (SRI bulletin NAC-COM-24-033). Operators pay a 15% single income tax on their income net of prizes.
