Zambia: betting facts (2026)
Betting in Zambia is regulated by the Betting Control and Licensing Board (BCLB), a statutory body under the Ministry of Finance and National Planning.
Licensed operators: no public register
The BCLB has no website: the Ministry lists it among its statutory bodies without a link, and we found no official page listing licensed bookmakers or online operators. Lists on betting-affiliate sites are not regulator sources, so we do not reproduce them. We will add the register if the Board publishes one.
Minimum age
Minimum age: 18. The Betting Control Act (s. 22) forbids bookmakers and their agents to bet with anyone under 18 or to admit them to licensed betting premises.
Tax on winnings
5% betting levy on every deposit and 5% on every withdrawal from an online gaming account, charged to the betting company under the Betting Levy Act No. 27 of 2025, in force from 1 January 2026 (the Act exempts brick-and-mortar betting). Operators also pay a 10% excise duty on betting services. A withholding tax on winnings from gaming and betting exists under the Income Tax Act: the Zambia Revenue Authority's 2023 Practice Note gives 15% for the 2023–2024 charge years; we have not found the 2026 rate in a primary source, so treat it as unconfirmed.
