Is online gambling legal in the Philippines?
Yes, on platforms licensed by the Philippine Amusement and Gaming Corporation (PAGCOR). PAGCOR publishes a list of accredited online gaming platforms with every brand and web address they are allowed to use. As of 17 September 2026 the list has 59 licensees and 460 registered web addresses.

Who may play
PAGCOR does not allow these people to gamble, on land or online:
- anyone under 21;
- government officials and employees, and members of the armed forces and police;
- people on PAGCOR's National Database of Restricted Persons, including those who self-excluded.
Recent changes
- August 2025: the central bank (BSP) ordered e-wallets and banks to remove in-app links to online gambling sites. GCash and Maya disabled their in-app gaming sections from 16 August 2025.
- 2026: PAGCOR requires identity checks (KYC) to be completed before a first deposit. Bills to ban gambling advertising are pending in Congress.

You can bar yourself from PAGCOR-licensed gaming through PAGCOR's online self-exclusion portal (osea.pagcor.ph).
